The Impact of External Labour Migration on the Russian Labour Market
Abstract
The indices characterizing state of external labour migration in Russia are considered in this paper. Estimation of sectorial and territorial distribution of labour migrants is given. Based on this estimation, the author puts forward a hypothesis about the opportunity of substitution of foreign labor migration by investments in labor saving technologies. The possibilities of substitution of external migration by internal one by enhancing the spatial mobility of population are assessed in this article. The mechanisms of migration policy in Russia are considered with principles of selectivity and proactivity for regulating external labour migration. Refs 32. Figs 4. Tables 2.
