Европейская солидарность и разноскоростная интеграция: результаты лабораторного эксперимента

Конфликт, связанный с импортом украинского зерна и муки и повлекший за собой ситуацию, когда интересы Болгарии, Венгрии, Польши, Румынии и Словакии вступили в противоречие с интересами большинства стран — участниц Европейского союза, происходил на фоне массовых акций протеста фермеров во многих европейских странах, что заставило заново обратиться к вопросу о европейской солидарности. Политическое решение, принятое на уровне Евросоюза в результате голосования всех его стран-участниц, подразумевает наличие солидарности между ними. Вместе с тем авторы данной статьи предлагают различать два типа солидарности: солидарность большинства с меньшинством и солидарность меньшинства с большинством. С помощью инструментария теории игр построена поведенческая матрица, отделяющая эти два типа солидарности. Достичь солидарности в результате голосования позволяют переговоры между странами-участницами и иногда институтами ЕС, которые могут проводиться как в двустороннем, так и в многостороннем форматах. Результаты поставленного с помощью инструментария теории игр лабораторного эксперимента доказывают, что возникновению солидарности с большинством лучше способствуют двусторонние переговоры, в то время как возникновению солидарности с меньшинством — многосторонние. Этот вывод позволяет, опираясь на опыт Европейского союза, сформулировать рекомендации для всех региональных интеграционных объединений, в первую очередь для Евразийского экономического союза, относительно выбора формата переговоров в зависимости от ожидаемого результата последующего голосования. Материалы исследования помогут объяснить, почему участившиеся случаи, когда большинство стран — участниц ЕС требует от меньшинства солидарности по тем или иным вопросам, не приводят к консолидации этого меньшинства, которая могла бы угрожать будущему всего европейского интеграционного проекта
