Editorial Ethics

General Information

Editorial ethics of the journal is determined by the totality of standards adopted by the international scientific community that determine the interaction of all participants in the process of publishing scientific publications: authors, editors, reviewers, publishers, distributors, and readers.

The Editorial Board in its work is guided by modern requirements of the Russian Federation’s legislation towards to copyright, plagiarism and ethical principles supported by the community of leading publishers of scientific periodicals, and is responsible for the publication of copyrighted works.

The Editorial policy of the St Petersburg University Journal of Economic Studies (SUJES) follows the generally accepted core practices of publication ethics as stated by the Code of Conduct for Editors (СОРЕ).

 

Principles of Professional Ethics of the Editorial Board

The editors of the journal carry out the entire process of working with manuscripts: assessing compliance with the journal profile, reviewing, interacting with authors, preparing the manuscript for publication, etc. The editors are responsible for all materials published in the journal. 

The editors accept articles for review in accordance with the requirements of the journal. The decision to publish is made objectively and impartially, based on an assessment of the scientific significance and intellectual content of manuscripts. Other circumstances, such as religious and political views of the authors, have no effect on the decision on the advisability of publishing the manuscript.

The editors select experts for reviewing among recognized specialists in the subject area of ​​the peer-reviewed manuscript.

Editors, members of the Editorial Board and reviewers who have a conflict of interest with authors report this to the editors and are not involved in the work with this manuscript.

The editors are responsible for copyright compliance by working on the manuscript. Confidential information and ideas that have become available to reviewers, members of the editorial board and editors from the unpublished manuscript are not subject to disclosure or use for personal purposes. Information on rejected manuscripts is not subject to disclosure.

The editor should not allow publishing of information, if there is a reason to believe that it’s plagiarized or contains materials prohibited from publication. The editor together with the publisher should not leave unanswered claims, regarding the reviewed manuscripts or published materials, as well as take all necessary measures to restore the violated rights when a conflict situation is identified.

If significant inaccuracies and errors are found in published articles, the editors takes measures to promptly publish clarifications, corrections or rebuttals. In case of violation by the author of ethical standards (misinformation of the editorial board regarding authorship, re-publication without informing the editorial board, illegal borrowing, falsification of data), the editors initiates the process of retraction of articles.

Principles of Professional Ethics of Reviewers

The reviewer carries out a scientific examination of copyright materials, as a result his actions should be unbiased in nature, consisting in the implementation of the following principles:

A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript or can not be objective, for example, in case of conflict of interests with the author or organization, should inform the editor-in-chief about this, asking him to be excluded from the review process of this manuscript.

The manuscript received for reviewing should be considered as a confidential document that cannot be transferred for reviewing or discussion to third parties without the coordination of the Editorial Board;

Unpublished data obtained from manuscripts submitted for review should not be used by the reviewer for personal purposes.

The reviewer must give an objective and reasoned assessment of the results of the study, the content of the review and the final conclusions cannot be affected by inconsistencies of the author’s position with his own scientific views. Personal criticism of the author is unacceptable. The reviewer is required to observe courtesy in evaluating the results of the study. 

Principles of Professional Ethics of Authors

The authors are responsible for the accuracy of the materials submitted to the journal for publication, as well as the compliance of the published study with the ethical and legal standards adopted in the modern scientific community.

The manuscript submitted for publication should have an original character, not be plagiarized, and should not be published earlier. Authors should'nt submit to the editorial manuscripts sent and pending in another journal or published in other publications in the current or similar form.

Authors should provide reliable research results. Obviously erroneous or falsified statements are unacceptable. Authors' calculations for published materials are provided to the publisher.

The author is responsible for the copyright of submitted manuscript, the objective presentation of his own contribution to the described study, as well as for assessing the contribution of other people to this study (if any) in the form of co-authorship or a separate mention of other study participants.

If the manuscript is accepted for publication, the author signs the License Agreement and is responsible for its observance.

In coordination with the Editorial Board, the author is obliged to show respectful attitude, correctly and adequately respond to the editorial requirements, as well as the opinions and assessments of reviewers. In case of any misunderstandings in cooperation with the editorial staff, the author claims in writing to the editor-in-chief of the journal.

Checking materials for anti-plagiarism

Materials submitted to the editors of the journal for publication are tested for borrowings through the Anti-Plagiarism program using existing open access search engines.

Articles containing less than 80% of the original text, as well as articles in which the result’s of the research have already been published previously, are not published. The editors don't welcome the excessive number of citations and self-citations, even issued accordingly. References to materials (works) in general without specifying specific pages of the study are also not welcome. Reviews and other articles requiring a larger number of citations, including general on works, can be reviewed by the editors individually.

Plagiarism is considered both verbal and non-verbal, paraphrased reproduction without indicating the source: fragments of text, formulas, tables, illustrations, etc. material; if necessary, the author independently agrees on the use of the material, providing the publisher with the written permission of the copyright holder.

Retraction

The editors of the journal use retraction (recall of the article) in order to warn readers about the existence of certain grounds that may affect the interpretation of the results of the article, the interpretation of data or recommendations for their use. The reason for retraction of the article could be:

  • duplication of articles in various publications;
  • detection of plagiarism in the publication;
  • detection of falsifications or fabrications in the text of an article;
  • detection of serious errors (such as incorrect interpretation of the results), which casts doubt on its scientific value;
  • incorrect composition of authors (for example, persons who do not meet authorship criteria are included);
  • there is a conflict of interest (and other violations of publication ethics);
  • re-publication of the article, carried out without the consent of the author.

Retraction of the article can be initiated:

  • appeal of the author of the article;
  • appeal of the editorial staff of another magazine;
  • the appeal of unauthorized persons (possibly participants in a conflict of interest) in the presence of evidence of violations of scientific ethics by the author of the article;
  • upon detection by the editorial board of a journal of facts of violation of the scientific ethics of the author of the article.

Retraction of articles in the journal is made in the following order:

1. After the appeal of the author or another person who has provided evidence of a violation of scientific ethics in the article, the editorial board of the journal appoints a commission that investigates the case, taking into account all the facts and the possibility of verifying the ethics of publication.

2. To make a decision of the retraction of the article after receiving information about one of the above cases and presenting the relevant reasoned recommendations of the commission, a joint meeting of the editorial board and the editorial board (in person or in absentia) is held to discuss the situation. The decision is made in the protocol, which provides complete information about the author and the article submitted by him, the grounds for initiating retraction, the results of the examination, the rationale for the decision, as well as information about the meeting procedure and composition of its participants.

3. Information about recalled manuscripts may be sent to the appropriate scientific information databases. The Editorial Board retains the right to decide on further cooperation with authors of retracted articles.

Open Access Policy and Copyright Protection

The journal "St Petersburg University Journal of Economic Studies (SUJES)" provides access to the full texts of scientific articles on the Internet immediately after their publication, as well as to all archival materials (issues) of past years through the website https://economicsjournal.spbu.ru/.

The content of the journal are open in the Internet for reading, downloading, copying, distributing, printing, any users can search or link to the full texts of articles. No usage fee will be charged.

Before publication, authors of articles are required to sign a License Agreement, which reflects the mutual obligations of the magazine’s editorial staff and authors and protects copyright and intellectual property rights. The terms of the license agreement provide the authors with unlimited distribution and independent archiving of materials.
