Regional Programs of Agriculture Support in the Context of the WTO Rules
Abstract
In the article regional rules of agriculture support in WTO context are analyses on the following aspects: aims which are pursued by public authorities, providing subsidies; market distortion at subsidizing; whether there is a risk of violation WTO obligations at the expense of territorial subjects of the Russian Federation contribution; whether subsidies of “a green box” are interesting to the regional authorities and how to choose forms of subsidizing at the regional level; whether the regional subsidies as payments for 1 hectare of a cultivated area belong to the decoupled income support; whether the
coordination of forms and sums of support is possible taking into account WTO obligations. Forms and indicators of agriculture support, grouping of “a green box” subsidies, the characteristic of decoupled income support are given. Authors have developed the program algorithm allowing to carry out an assessment of regional rules on compliance to the criteria of “a green box”. Refs 47. Figs 4. Tables 2.
