Labor Immigration into Russia: Old Problems and New Approaches to Regulation
Abstract
The article reviews prerequisites of labor immigration into Russia, and detailed statistics on the immigration flows in 1994–2010 is provided. Comparison of numbers of legal and illegal immigrants in Russia is presented. The author provides statistical data on major labor-exporting countries into Russia and also on the age structure of immigration fl ows, with the causes of current trends. Also, the immigrants’ allocation by regions is analyzed; some generalizations regarding the employment spheres of immigrants from different countries are made. Five types of territories, according to the distribution of foreign workers by industries, are distinguished. The author analyzes economic effects of labor migration both in the exporting countries and in Russia and the impact of the world financial crisis on the labor migration. The existing system of quoting the foreign labor in Russia is criticized, and recommendations on improving of labor immigration regulation in Russia are given.
