Industrial Policy in Russia: Controversial Questions
Abstract
The article deals with the essence and key areas of the industrial policy in Russia. The particular attention is drawn to the controversial questions.
The author engages in scientific use the materials not only of modern scientists, but also of representatives of the first half of the XX century. The center of controversy in interpretation of the essence of industrial policy, according to F. Rybakov, is acceptance or negation of the active role of Government. The author analyzes different positions refl ecting theoretical views of Russian economists. Particular attention is paid to the methodological bases of development and implementation of industrial policy. The author is guided by the fundamental provisions expressed in the beginning of the last century.
The practical recommendations for improvements of Russian industrial policy are given.
