Abstract

The work is dedicated to description of the strategic approach in modernization of the Russian economy based on detection and liquidation of “weak sections» as elements lagging behind the socialeconomic system. Considering dynamics of the economic system as nonlinear, the author offers to take the employment as an order parameter of its behavior. The author provides the methods of its calculation and reveals such “weak sections” as public administration, public health and education.
