State Regulation of Workers Reproduction under Modernization of Russian Economy
Abstract
The article justifies the need for the state regulation of social processes as a condition for modernization of production forces in Russia. Reproduction of employees occurs as a result of resolving the contradiction of degradation and development trends of employees. The strategic goal of the Government regulation is to provide normal reproduction of workers. In the case of lack of the Government regulation, the economy is subjected to the crises, causing losses of national production forces, the social and the individual capitals.
Effective subordinating of individual capitals functioning to the social capital needs for development of production forces is possible only through a general Government program of the social development. This program should be based on the Concept of long-term socioeconomic development of the Russian Federation until 2020. Running such a Program will create the necessary conditions for a positive movement of the aggregate capital, regeneration of production forces of the society, resolving contradictions of reproduction of an aggregate
worker.
