Constructing Value-based Management System for City
Abstract
In the article, present classifications of cities as well as some theoretical issues of strategic management within the frames of value-based approach are analyzed. A number of hypotheses on value dynamics are discussed. The author accurately distinguishes serial stages of balance scorecard realization in the municipal bodies and analyzes the concept of public values in the strategic management in cities. The author also shows some ways of using value-based approach for improving city management, especially when the concept of public values becomes increasingly important in the public sector reforms and public management.
