The Foreign Sector in the Russian Economy: What do We Wish to have?
Abstract
The author suggests to move the focus of studying the problem from should or should not FDI to be admitted/attracted to Russia to the analysis of whether the format of already existing foreign-owned organizations is the desired one. Russia as a huge market is in a position to require substantial degree of localization for international companies seeking to enter the country. It is claimed that the Government's position towards these potential entrants should be dependent upon their readiness to allocate in Russia a considerable part of the company's value chain.
