Two level System of Higher Education: Evaluation with the Human Capital Approach
Abstract
Analysis of the two level system of higher education as a part of the system of training highly skilled workers presented in the article. Having investigated the modern trends of two level system of higher education in the USA, the author concludes that this system supports the idea of division human capital into general and specific ones. The paper focuses also on the problem of inconsistency between the skills that graduates get in universities and the demand for these skills from the companies. The author points to the need for the application of two level system of higher education in Russia because it provides the necessary conditions for effective investment in training highly skilled workers in transitional economy.
