Современные тенденции стратегического торгово-экономического планирования в развивающихся странах

Аннотация

В статье рассматриваются вопросы, посвященные исследованию тенденций стратегического планирования в развивающихся странах, поиску причин повышения интереса
к реализации торгово-экономических инициатив, начиная с 2000-х гг., и анализу структурных изменений в разработке подобных документов. Статистической основой работы
послужили базы данных Международного торгового центра и Всемирного банка; в качестве методов исследования использовались системный и графический анализ. Результаты показали, что волне реализации стратегических инициатив периода 2000‑х гг. предшествовала политика Всемирного банка, направленная на облегчение бремени бедных стран с высоким уровнем задолженности, в рамках которой от бенефициаров требовалось наличие стратегий снижения уровня бедности (в том числе «Стратегии сокращения масштабов нищеты»). Их успешная реализация усовершенствовала существовавшие на тот момент практики планирования и повысила эффективность соответствующих государственных институтов развивающихся стран. Первые положительные результаты стратегических программ вернули веру в действенность данного инструмента в развитии экономики страны. В дальнейшем данный инструмент социально-экономического развития стран стал использоваться в рамках достижения глобальных целей развития ООН. Это также явилось импульсом для разработки торгово-экономических стратегий непосредственно развивающимися странами, уже без поддержки третьих организаций. Будучи самостоятельными в данном процессе, они направили свои ресурсы на развитие секторов с более высокой добавленной стоимостью.
