The Structural Shifts in the Russian Economy and Industrial Policy
Abstract
The article is dedicated to the analysis of intensity and direction of structural shifts in the Russian economy during the post-socialist development. The author substantiates interdependence between changes of structural shifts ratios reflecting their intensity and economic dynamics. The deepest structural shifts in the economy are observed during recession, while during expansion the economy structure is rather stable. Quality of structural shifts is measured by estimation of convergence of Russian economy and chosen etalon structures. During the market transformation, manufacturing, science and scientific service became the most vulnerable sectors. Th e author proves the necessity of the active industrial policy for enhancing desired changes in the economic structure.
