Innovation Economy: Structural Priorities and Indicators

Abstract

Challenging complex of problems accompanying creating an economy of innovation changes in Russia is analysed in the paper. Framework conditions in Russia’s post-crisis period such as substantial financial and time restrictions and increasing competition at global markets will have a great impact on the innovation policy. Special attention is paid, firstly, at main structural parameters of the innovation economy and especially at so called innovation kernel and its relationship to the traditional branches. The latter also wait for radical modernization. Secondly, the authors extend the conception of innovation development. It is considered as a complex process which covers changes and transformations in technologies, processes, organizations and institutions. For evaluating the success of the transformations, application of the world-wide accepted indications is recommended. Thirdly, they consider Russia’s national innovation system. The experience of the EU and of the BRIC countries China and India in creating innovation economies is certainly very valuable for Russia.
