Экономическая политика России: модель с дискреционной политикой или с инструментальными правилами

Аннотация

Модели динамического стохастического общего экономического равновесия (ДСОЭР) базируются на предпочтениях и технологиях. Однако поведение государства принято описывать при помощи экзогенных инструментальных правил. В условиях значительных изменений внешних условий такой подход может плохо предсказывать поведение государства и, как следствие, экономики. Разработана модель ДСОЭР России с государством, проводящим оптимальную при заданных целях политику, и версия с государством, следующим инструментальным правилам. Параметры моделей были оценены методом максимального правдоподобия и методом Байеса (с неинформативным априорным распределением). Классический подход отдает предпочтение версии с оптимальной политикой, а подход Байеса - инструментальным правилам. Определены цели проводимой в России экономической политики, в частности борьба с инфляцией имеет низкий приоритет, а стабильность доходов бюджета - высший приоритет. Оценки целого ряда ключевых параметров существенно различаются для двух версий ДСОЭР модели, т. е. тип описания государства существенно влияет на то, как должна вести себя модель остальной экономики, чтобы соответствовать статистическим данным. При этом обе версии модели дают почти одинаковое качество прогнозов.
