The Application of Contemporary Concepts of Public Administration to Achieve the Objectives of the New Climate Policy

The article analyzes modern concepts of governance (New Public Governance) and their application for managing energy efficiency and reduction of climate impacts to implement the commitments undertaken by the country in the framework of the Paris Agreement 2015. The authors analyze the factors affecting energy intensity of the Russian economy at the national and regional levels including the structural, climate and geographical factors. Among these factors the authors stress the ance of contemporary concepts of public governance in the formation and improvement of system quality and analyze characteristics of their implementation in Russia at the present stage of public administration reform. In conclusion, on the basis of the presented approach and identified requirements for the strategic management system the authors suggest recommendations for the strategy of longterm low-carbon development, which is topical for Russia at present time.
