Competition Policy and Antitrust Regulation Development in Russia
Abstract
The article investigates changes in the government regulation during the process of three “Antitrust packages of laws” adoption and their impact on dynamics of the competition situation in Russia since 1991 till present. The analysis of competition policy in the recovery period and supposed changes based on the road map “Competition development and antitrust improvement” is presented. The author off ers some necessary changes for competition field assessment made by the Federal Antitrust. The necessity of limitation of the scope of issues regulated by the Federal Antitrust is proven. The more thorough elaboration of the road map of competition is considered as PMR index should be adapted as applied to the state regulation efficiency assessment. A summary of possible implementation of foreign experience (including the European one) in competition improvement for Russia in accordance with the important role of competition policy for innovative development of the country concludes the paper.
